
Private legal practitioner Martin Kpebu has launched a strong criticism against the Office of the Special Prosecutor (OSP), accusing its head, Kissi Agyebeng, of compromising his independence.
Kpebu alleges that the Special Prosecutor colluded with former Finance Minister Ken Ofori-Atta, allowing him to leave the country even though he was under five active investigations.
Speaking on JoyNews on December 4, 2025, Kpebu claimed that Agyebeng had previously worked with Ofori-Atta and other influential members of the former New Patriotic Party (NPP) administration, suggesting that his appointment was influenced by political connections.
According to Kpebu, this background raises serious concerns.
“Kissi Agyebeng sat idle and allowed Ofori-Atta to leave Ghana even though five cases were pending before him. This creates a reasonable suspicion of collusion. In the past, he worked for Ofori-Atta and also for Gabby Otchere-Darko, who is related to Ofori-Atta,” he alleged.
Kpebu further argued that Agyebeng’s closeness to certain political figures compromised his neutrality.
“We have to connect the dots. Kissi Agyebeng was handpicked because of his closeness to Gabby Otchere-Darko, Godfred Dame, and President Akufo-Addo. He was not selected as an independent person,” he said.
He compared Agyebeng’s appointment to that of former Special Prosecutor Martin Amidu, who he described as genuinely independent.
“Martin Amidu was the true independent choice, and look at how he confronted Akufo-Addo, calling him the ‘mother serpent of corruption’. After that, Akufo-Addo decided he would only appoint someone who would ‘play ball’,” Kpebu claimed.
Kpebu, a frequent critic of the OSP, was recently arrested and detained by the institution after appearing there for questioning. He was later granted bail.
