
Ghanaian journalist Wilberforce Asare has filed a mandamus application at the General Jurisdiction Division of the High Court, seeking to compel the Commission on Human Rights and Administrative Justice (CHRAJ) to investigate alleged asset declaration violations by several public officials.
According to a report by thelawplatform.online on February 10, 2026, the application asks the court to order CHRAJ to act on a complaint involving board chairpersons and chief executive officers of state institutions accused of failing to declare their assets before assuming office.
The application was filed through Asare’s lawyer, Eric Dawda, and invokes the supervisory powers of the High Courtto compel CHRAJ to perform what the applicant describes as its constitutional duty.
Court documents, numbered GJ/0402/2026 and filed on February 9, 2026, indicate that twelve board chairpersons and two chief executive officers of state-owned institutions allegedly did not comply with the asset declaration requirement prior to taking office.
To support his case, Asare attached a Right to Information (RTI) response from the Auditor-General’s Department, which reportedly confirms that the officials named failed to declare their assets as required by law.
According to the journalist, he first submitted a formal complaint to CHRAJ on November 20, 2025, requesting investigations into the alleged breaches. However, he claims the Commission took no action.
He further stated in his 15-paragraph affidavit that after receiving no response, he wrote again to CHRAJ on December 11, 2025, formally reminding the Commission of the complaint and demanding action.
Despite the follow-up, Asare claims CHRAJ neither replied to his correspondence nor initiated any investigation into the matter.
